TAF was created by the New York State Public Service Commission (PSC) to administer the funding of targeted programs such as Lifeline, E911, Public Interest Payphones, and Telecommunications Relay Service.

All certified telecommunications carriers doing business in the State of New York must participate in the Targeted Accessibility Fund. However, it does exclude Cellular and PCS, at this time.

Companies first must register with TAF and get a TAF ID#. Once the company is registered, they are required to file on a monthly basis the TAF Monthly Estimate form. This form asks for an estimate of the carrier’s current month revenue and cost data. The company is then assessed based on the estimate supplied and a monthly invoice is generated.

The company is not only allowed to adjust or true up its estimates, its required to do so frequently. The TAF Adjustment form allows companies to either increase or decrease their original Estimate so as to prevent over or under assessment.

The reporting forms can be downloaded from this site. Just click on the button that is labeled “TAF Resources” and choose the “form button” for the forms that you need. You can always contact the TAF staff directly and have the forms mailed to you, or you can submit your filings using the website. Click on the button labeled “Online Reporting” and log in.

Your “User Name" is a name of your choice. Your password is initially set to your TAF ID#. You may change your user name and password at any time after you log in to your account. If you have forgotten you password please contact the TAF staff and they will refresh your memory or follow the “I forgot my password” directions.

There are several reasons this can happen, the most common one being that the data was not submitted to TAF on time, therefore TAF used an estimate based on your prior monthly submission, excluding cost data. Refer to the note on the bottom of your invoice. Call the TAF office to get a further explanation and or help to correct the problem.

The invoice is mailed on or about the first business day of each month. That date is indicated on the TAF Reporting Schedule.

Please make you payment payable to the “Targeted Accessibility Fund of NY Inc.” and mail the payment to 4 Tower Place, 2nd. Floor, Albany, NY 12203. Amounts of $1000 or greater must be remitted via Wire or ACH. Refer to your invoice for payment information.

The fastest and easiest way of filing is by using the online reporting forms. The forms are also intelligent and thus can check to make sure that you have filled it out correctly. This assures timely reception of the forms. Other ways include faxing, over night delivery, or U.S. mail.

In this scenario it is best to call TAF and inform them of your situation. Whenever a monthly estimate is not received TAF uses the previous month’s data as an estimate. Please note this does not include E911 and or Lifeline costs.
